All that matters is the command over the lingua franca of the cosmos. So fill that unforgiving minute with sixty seconds worth of impeccable English and you would be the winner.
Rules & regulations:
1. This will be an individual contest. However, more than one person from each college can register for the event. The registered participants will be split randomly into groups of 10-12.
2. It will be a pure knockout, that is, the top twelve scorers from the preliminary rounds will compete for the coveted prize in another JAM based on the same format.
3. The topic shall be given by the JAM master and the time shall commence either when a speaker starts speaking or when twenty seconds collapse after the topic is given, whichever is earlier.
4. The judging criteria will be the lucidity, flawlessness, time for which the participant speaks and the refutations.
5.The refutations shall be allowed on unnecessary repetition of sentences, stammer, grammatical errors, unnatural pauses, late and early starts, out of context speaking (for some rounds), plagiarism, muses and other errors of a similar kind.
6. Audibility is a key factor. The loudness and the pace of the speech have to fairly consistent, with no abrupt or remarkable variations.
7. The main round and the preliminary rounds shall have the same rules. (except a few Khufia changes)
8. In case of any discrepancy, the JAM master shall have the final verdict.
Judging:
1. There are only two rules as far as JAM is concerned:
i) The JAM-master is god.
ii) Any issue should be solved keeping only the above rule in mind.

These include things like no splitting of words, no rhyming, no enactment of out-of-context meanings of words, no reference of proper nouns with their meanings (e.g. A spear for Britney Spears is not allowed), and no depiction of individual letters and numbers. Conventions for common words are allowed and heavily encouraged!
6. Slightly twisted and whacky rounds such as blind Dumb C, triple Dumb C, mirror round, blitzkrieg etc. might be included.
Judging:
1. The competition shall be judged by the coordinators.
2. The decisions taken by the judges shall be final and binding
.
3. Detailed points distribution shall be announced as the rounds progress.

There would be hurdles, there would be quagmires and also impasses. Do not lose your way through these literal sentries and you would be crowned The Universal Champion of Words.

2. The elimination round will be a written round, with a duration of 2 hours. The top 6 teams of the prelims will qualify for the finals, which will consist of a mixture of written and on‐screen rounds.
3. The prelims and finals will consist of rounds involving rebuses, anagrams, homonyms, cryptic crossword, etc. with several variations, which will be explained on the spot.
Judging:
1. The coordinators shall evaluate the prelims, and select the top 6 teams to progress to the final based on their scores.
2. Either two or three coordinators shall conduct the final round on stage, and the detailed points distribution of the final round will be explained on the spot.

This event will be a mixed bag of rebuses, spelling bee, group extempore, elocution and other such random rounds designed to test the chemistry and knowledge of the participants.

Parliamentary Debate Competition
All teams interested in participating in the parliamentary debate must pre-register online. Details will be mentioned on Antaragni website. There is a limit on the number of participating teams, and hence a ll teams which pre-register must submit resumes (debating ex-perience) of their team members as well as the adjudicators at the time of pre-registration. The debate shall be held in two rounds. –
Preliminary round Championship round
Format:
Each debate shall be in a 3-on-3 Asian parliamentary format. Every team is required to have 3 speakers along with one adjudicator. The team proposing shall be known as “The government” and
the team opposing shall be known as “The opposition”.
The government and opposition team will be decided by coin tossing.
The two teams will consist of the following speakers:
Government:
The prime minister
The deputy prime minister
The whip
Opposition:
The leader of opposition
The deputy leader of opposition
The whip
The debaters will speak in the following order
Prime minister
Leader of opposition
Deputy prime minister
Deputy leader of opposition
Government whip
Opposition whip
Here each team shall be given one minute to prepare their reply speech
Any one speaker from the Opposition can deliver the reply speech. Any one speaker from the Government can deliver the reply speech.
The panels of adjudicators and chief adjudicators will be as-signed after the adjudication selection test based on the demo debate round.
Time of speech:
After the final motion has been selected the Government gets 15 minutes to prepare its stand, following which each speaker shall be given 6 + 1 minutes including the time required for attending to Points of Information (POIs).
Every team gets 3 +1 minutes for the reply speeches. No POIs may be raised during these. Time signals will be decided as required on the spot. After the time allotted to a speaker has expired s/he will be given a grace period of 20 seconds to wrap up the speech. Speakers continuing even after the grace period may be duly penalized by the adjudicators.
Motions:
In every round both teams will be presented with a choice of three motions. The opposition and the Government get to discard one motion each respectively, thus leaving only one motion for the debate to be held on. The three motions may or may not be related. Each team gets a maximum of one minute to decide which motion they want to discard, failing which the power to do the same shall pass on to the organizers.
Reporting time and preparation time:
Each team has to report to the venue at least 15 minutes before the debate is scheduled to begin, failing which they shall be considered to have forfeited the round and the other team shall be declared the winner of that particular round. After the final motion has been selected the teams get a preparation time of 15 minutes before the commencement of their speaking time.
Place and resources for preparation:
The teams may only prepare within the chamber (lecture hall allocated for the debate) The teams may avail of printed or hand written material possessed by them to prepare. No access to electronic storage and retrieval media or web access will be allowed after the
motions have been released.
Teams must prepare alone. Once the motions have been re-leased, no sort of contact with friends, colleagues, coaches etc. from outside will be allowed. If any speaker is caught interacting with any outsider regarding any matter which is in any way related to the debate or the motion, it shall be counted as foul play on the part of the team and it may be penalized.
In case of any suspicion of foul play the team members might be asked to submit their cell phones and other such devices to the organizing committee until the end of the debate. In case of one team complaining against its opponent of foul play, with suitable evidence, the defaulting team might be disqualified.
Points of Information:
WHEN
Points of Information (POIs) may be raised only during the main speech of each speaker, except for the first and last minutes of each speech. No POIs may be raised during the reply speeches. There should be a minimum interval of 15 seconds between two successive POIs raised. If a POI violates any of the above three rules, it is the duty of the speaker holding the floor to point it out and refuse to attend to the POI. Only if s/he fails to do so, the chief adjudicator may briefly intervene and call the house to order.
MODE OF OFFERING
A point of information may be raised by a member from the opposition team by rising from his seat, placing one hand on the top of his/her head and extending the other hand towards the speaker holding the floor. The member offering a POI may further draw attention to it by saying “On that point sir/madam” or such other short headlining tags.
RESPONDING
The speaker holding the floor can respond
to a POI raised by a member of the opposing team in one of the following ways:
a) A clear hand gesture indicating rejection of that offer b) A verbal rejection of the offer
C) A verbal acceptance of the offer
It is advisable for every speaker to accept at least two POIs dur-ing the duration of his/her speech.
PHRASING:
Once accepted, the POI should be phrased as a question, clarification, or comment, and ideally made in no more than 15
seconds. Points of Information should be such that they allow
the member holding the floor some chance of responding.
Defining the motion:
The definition is the interpretation of the motion as explained by the prime minister in his first speech. The onus for establishing the definition lies solely with the prime minister. The subsequent speakers have merely an explanatory role, if any, in this regard. The definition should be reasonable and logically linked to the original motion. While establishing the definition the Prime Minister must explain clearly all logical links to derive this definition from the original motion, and also elaborate the meaning of any technical term within it, failing which the opposition might fill in the loopholes. The opposition may also challenge a definition put forth by the Prime Minister on the following or similar grounds:
Truism ,Tautology, Time set, Place set, Squirrel
The definition should be challenged only in extreme cases. In case of a definition challenge the leader of the opposition must, in his first speech, provide concrete logical reasons for the challenge and also must then put forward an alternative definition. Following this, each team pursues the definition put forward by its leader for the rest of the debate. If the Leader of the Opposition does not challenge a definition, no other speaker may do so. There would be no whip speeches in the case of a definition challenge. The onus to prove the original definition to be unreasonable in the case of a definition challenge lies solely on the leader of the opposition and should not be presumed by the adjudicators. Adjudicators should not indicate whether the definition challenge has been accepted or not during the course of the debate. The
judgment shall only be given at the end of the debate.
The opposition may not challenge the Government's definition on the basis of their definition being more reasonable or that their definition will result in a better debate etc. Definition challenge can only be offered if the Government's definition falls in any of the above specified categories and the Leader of the Op-position has to clearly specify which category it is. Definitions should not require members of the house to possess specialized or technical knowledge. They should be such that “an average Indian in an undergraduate college” should be able to understand.
Role of Speakers:
Prime Minister:
The PM must start the debate by stating the motion that the house is debating on and by clearly stating the Government's interpretation of it, including proper definition of all the keywords and the house. He should then specify logical links between the original motion and the proposed definition. He would then give his team split highlighting the main constructive to be put forth by him and his deputy. He may also put forth a model. The model may be defined in the PM's speech ONLY.
Deputy Prime Minister:
The deputy Prime Minister must elaborate on his main
constructives. He is allowed to introduce new points that have not been introduced in the PM's speech.
He must then go on to negate the LO's speech.
Deputy Leader of Opposition:
The Deputy Leader of Opposition must elaborate on his main constructives. He is allowed to introduce new points that have not been introduced in the LO's speech. He must then go on to negate the PM's and Deputy PM's speeches.
Government Whip:
The Government whip must rebut all the arguments raised by the opposition and reiterate those raised by the Government. He may do so by using examples or repeating the arguments used by the PM or Deputy PM in their speeches. He may not introduce any new constructive or new line of thought in his speech.
Opposition Whip:
The Opposition whip must rebut all the arguments raised by the Government and reiterate those raised by the Opposition. He may do so by using examples or repeating the arguments used by the LO or Deputy LO in their speeches. He may not introduce any new constructive or new line of thought in his speech.
Reply speeches:
Both sides of the house get a common one minute to prepare their reply speeches. Any member of each side may take the floor to deliver the reply speech. The reply speech should sum up the debate and demonstrate how the arguments of that side overshadow those of the other and why that team deserves to win the debate. Reply speeches may not have any new matter.
Points of personal privilege:
These may be raised only:
In case any member feels he has been subjected to deep personal insult by any member of the opposite team In case of a personal emergency only after the on-going speech ends.
Adjudicators are generally aware of unparliamentarily behavior during a debate and will mark down the respective speaker for
any violation, so there generally should not be any necessity for the immediate above points.
Marking:
At the end of every debate the adjudicators must fill up their marking forms. There shall be no draws.
Teams failing to turn up for the debate on time, and with no valid reason, will lose the debate by the widest possible margin. Speakers shall be marked under 3 categories:
Matter –Maximum marks - 8
Manner – Maximum marks - 6
Method – Maximum marks - 6
A speaker may under no circumstances get less than 0 in any of these three categories. A speaker may under no circumstances get more than the maximum marks specified for each of these categories. An average speech shall be awarded 50% of the maximum marks under each category. Reply speeches shall be marked on the basis of the following categories:
Manner – maximum marks – 5
Impact – maximum marks – 5
An average reply speech will get 5/10.
Thus total marks for an average team shall be 35/70. Lowest possible marks for a team are 0/70. Highest possible marks for a team are 70/70.
Margin of win/loss:
At the end of the debate the adjudicators have to specify whether the margin of win/loss between the two teams was close, clear or thrashing. Close win – margin of 1 to 4 points Clear win – margin of 4 to 8 points Thrashing – margin of 8 to 12 points. Win/loss margin of less than 1 or greater than 12 is not allowed under any circumstances. If a definition challenge is accepted the team offering such a challenge wins by the maximum possible margin. Whereas if a definition challenge is rejected the team offering such a challenge
loses by the maximum possible margin.
Selection and ranking of teams:
The winner of every preliminary debate shall automatically be promoted to the championship rounds. The championship rounds will be held in a knock out format
Change of rules:
Any or all of the above rules might be changed by the organizing committee as and when the need arises. However, all such changes will be duly communicated to the registered teams. The rules are non-negotiable.
